May I ask one simple question? The order of the House was made this morning. The Bill has been published since 9 June. Was it referred to the examiner? It is clearly a hybrid Bill. I would like to know if it was referred by the Ceann Comhairle who, under Standing Order 118, has a responsibility to this House to examine Bills to ensure their compliance with Standing Orders. As I understand it, the requirement is that the Ceann Comhairle must refer a hybrid Bill to the examiner who will then report to the House. There is an entirely different process for dealing with a private Bill.
