In respect of the matter raised by Deputy Lynch, which concerned the non-appearance of an explanatory memorandum for the Hepatitis C Compensation Tribunal (Amendment) Bill 2006, is it reasonable to anticipate that the circumstances of a group of less than 100 people who do not have the hepatitis C virus but suffer symptoms of the disease would have come to the attention of all Members of the House and outside if the explanatory memorandum had been distributed?
