Programme for Government.

Is the Taoiseach not the head of Government? After five years in Government, did he not decide with great fanfare that 3,000 additional beds would be put into the system? Was this not the cornerstone of the health programme? He now states he is not an expert and does not know the answers and that people are carrying out studies. The previous Minister for Health and Children, Deputy Martin, carried out 113 consultancy studies and there is now another study taking place.
