I am anxious to answer the Deputy's question. We take this matter seriously. At a recent meeting in Paris my Norwegian counterpart, Eric Solheim, said we are under pressure to frontload the kind of commitments on corruption, human rights, and democratic accountability that we expect from recipient countries, in return for the contribution we make to their exchequers, by way of development assistance. This is becoming increasingly the pattern with other bilateral donors like ourselves.
