Business of Dáil.

I wish to make a change to the Order of Business. It is proposed that, notwithstanding anything in Standing Orders or the order of the Dáil of this day, Second and Subsequent Stages of No. 2, University College Galway (Amendment) Bill 2005 [Seanad] shall be taken now, and the following arrangements shall apply. The proceedings on Second Stage shall, if not previously concluded, be brought to a conclusion after two hours; the opening speech of a Minister or Minister of State and of the main spokespersons of the Fine Gael Party, the Labour Party and the Technical Group, which shall be called upon in that order, shall not exceed 15 minutes in each case; the speech of each other Member called upon shall not exceed ten minutes in each case; Members may share time; the Minister or Minister of State may be called upon to make a speech in reply, which shall not exceed five minutes; the proceedings on the Committee and Remaining Stages shall, if not previously concluded, be brought to a conclusion at 3.30 p.m. today by one question which shall be put down from the Chair and which shall, in regard to amendments, include only those set down or accepted by the Minister for Education and Science.
