I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: in light of the deteriorating position between farmers and Teagasc surrounding the enactment of the nitrates action plan, which will have a devastating impact on the future of agricultural research in this country, the urgent need for the Ministers for the Environment, Heritage and Local Government and Agriculture and Food to come before the House and outline the manner in which information was presented to them by Teagasc, the directions or instructions issued by them or their Departments to the director of Teagasc regarding the presentation of information to be included in the European Communities (Good Agricultural Practice for Protection of Waters) Regulations 2005; and who and on what basis it was decided to use agronomic guidelines as legal maxima in implementing the regulation.
