Can the Taoiseach give a full explanation of the Financial Resolution, No. 12? It seems somewhat out of order that the House be asked to decide on such a resolution after the Bill may have passed its Second Stage and before it goes to Committee Stage or is finally approved by the House, thus pre-empting a decision of the House. Does the Government intend for this resolution to pre-empt the Bill itself and that charges should apply from 1 January?
