I agree with Deputy Upton, particularly on her last point. Whatever about bringing in a Friesian cow, I can imagine trying to bring in a Limousin bull — it would cause severe difficulty. It is fair that an unrelated third party who has an animal on the premises should be given proper notification. The amendment is balanced. It would protect the inspectors who might have to remove animals and protect the rights of the owners of the animals, particularly animals as valuable as a Limousin bull.
