As I said, the Minister for Agriculture and Food has given this matter serious consideration since the Committee Stage debate. She is happy that the precedent in this House has always been that the making of an order would be placed before both Houses of the Oireachtas with the standard 21-day annulment provision, except in exceptional circumstances. Deputy Naughten has referred to the Department of the Environment, Heritage and Local Government, but in my Department, where we introduce levies or charges, they are always laid before this House before the regulation is made by the Minister. The Minister for Agriculture and Food is happy that what she is doing is correct and is in accordance with precedent in this House over many years.
