Veterinary Practice Bill 2004 [Seanad]: Report Stage (Resumed) and Final Stage.

This is similar to one of the amendments we discussed yesterday and the reasons for the discussion are the same. When regulations are being made it is very important that there is an opportunity to discuss them and their implications. There is no automatic right that we would have a full debate, if necessary, on the regulations. We highlighted this issue as it related to a different amendment yesterday and, indeed, it was raised on Committee Stage too. I do not want to rehash the entire argument now but I agree with Deputy Naughten that it is important that the option should be available that regulations come before the House and we have the opportunity to discuss them in detail.
