I do not dispute the matter being before us today as that is provided for and prescribed in the legislation. However, the legislation requires that a report on the previous year's activities under this legislation be laid before the House 21 days before it is debated. The Oireachtas Library received this annual report on 15 June 2005 and today is 16 June. We will have no opportunity to discuss the report, which is supposed to be key to our decision as to whether to renew the legislation. Why are we to discuss the matter the day after it has been presented to the Oireachtas? I know the legislation is to be renewed by 30 June. However, the report should have been presented to the House long before now.
