Given the Minister of State's enthusiasm for buying in expertise and the Government's enthusiasm for the use of consultants, it would be strange if he were not willing to accept an amendment of this type to the effect that there should be an outside independent position in respect of a principle of natural justice, namely, that people should have the right to independent reviews of disciplinary decisions. On those grounds, Deputy Bruton's amendment should be accepted.
