I have a friend who cannot walk and who is, therefore, in a wheelchair. He has a job and is actually making more money than me because he is highly gifted. He is able to carry on a profession, business or occupation in the State. If one were in this man's company at night, one would note that he is well able to participate in the social and cultural life of the State. He is great craic and great fun. He receives no services because he does not need them.
