Will the Ceann Comhairle hear me out? There is a procedure which provides for the annulment of regulations within 21 sitting days from the time the regulations are made. The regulations were made on 29 April but did not appear on the Order Paper until 11 May. The Minister for the Environment, Heritage and Local Government who was in the House until ten minutes ago has scarpered off to attend a press conference to address this issue.
