Rory O'Hanlon (Cavan-Monaghan, Ceann Comhairle)

As I understand it, the Minister made a disclaimer in the House this morning and, if so, it must be accepted. That has always been the procedure. Many rulings have been made by my predecessors since the establishment of the State.
