That is a long and confusing answer. One of the outcomes of the strategic management initiative of which the Taoiseach will be aware is the enactment of the Public Service Management Act 1997. I do not wish to reopen the debate we had this morning, but does the Taoiseach agree that, under that element of the strategic management initiative, it is the responsibility of Ministers to ask questions where they consider public servants have not briefed them properly on a particular issue?
