Requests to move Adjournment of Dáil under Standing Order 31.

I propose the adjournment of Dáil Éireann under Standing Order 31 to discuss the following matter of urgent public and national concern, namely, the necessity for a multi-phase contingency plan for the management of an influenza pandemic said by the World Health Organisation to be inevitable, the need to prepare to mitigate the direct medical and economic effects of such a pandemic by ensuring that adequate measures are taken before a pandemic occurs so that essential services are maintained, and the provision of a surveillance network for human and animal influenza in view of the danger of their joint mutation with appalling consequences for the world's population.
