The heads of the energy Bill, which deals with the regulatory restructuring issues relating to the industry and the conversion of the ESB into a plc under the Companies Acts, have been approved. However, I do not have a final date for publication because a considerable amount of work remains to be done on the legislation. The heads of the Bord Gáis Éireann Bill, which is designed to restructure Bord Gáis, are expected shortly after Christmas and the legislation should be ready thereafter. The national oil reserves agency Bill will be ready early in 2005.
