Given that fines and penalties imposed on financial institutions inevitably make their way to the consumer, is the only way to root out these practices not to make the people responsible for drawing them up and for ordering, arranging and conducting them, individually accountable for the abuses? Otherwise they will be covered against personal penalties in perpetuity. The financial institutions——
