For sure. I am not disputing that at all. What I am trying to get to is on the planning. For example, we know there are issues with the F spine roll-out. There will probably be significant revision of one of the routes as part of that. That is the sort of thing I would expect a Supplementary Estimates to be called into account for. That does not strike me as the reason driving the Supplementary Estimate in this case and that is what I wanted to get to the bottom of.

In reference to the OECD, my understanding was it was coming in to review the fare structure as opposed to the budgeting or planning process for public transport.
