National Broadband Plan and Network Resilience: National Broadband Ireland

Mr. T.J. Malone:

I believe so. We have talked about the complexity of this project. Everyone else walked away from it, it was that complex, with significant associated risks and penalties.

Even the incumbents in the State that own the infrastructure we are building out walked away at the time because they thought the risk was too great.

There are definitely learnings to be taken from this and there will probably be a case study done on it once we are finished. Getting the structure of the contract right at the outset was incredibly important, albeit I talked about it being complex and trying to operationalise and live and breathe it. The Department has been very involved in this project, which is also probably one of the reasons for the success of it. We have worked well together and we collaborate well together. There are obviously grey areas in any 3,500-page contract that need to be ironed out but it is about getting it right from the start and not undercutting it from a price perspective so that you are not constantly coming back and delivering bad news from that perspective and then working with us to get the speed back into the programme and get the acceleration back into it. Both parties worked very well to get that done.
