Ireland is actually doing reasonably well in terms of representation, but that is probably an indicator of how bad deaf communities around the world have it, rather than Ireland doing particularly well. The Nordic countries are setting examples. America has always set an example. There is a very strong deaf community over there and in the UK. There would be references.
