I am sorry to interrupt, but the people who are just gone said that while the EPA regulates it to an extent, the EPA does not have the powers. While it might be regulated, those witnesses seemed to think the EPA, even if it found a fault, does not enough power when it comes to finding for breaches of conditions or whatever.
