There are two broad risks. One is that a public body, through the normal decision-making channels, might unintentionally choose or deploy a technology which has negative consequences that have not been visible in the decision-making process. The second one is that individuals in a public body might make use of artificial intelligence outside of the guidelines or the policies of that public body. Both risks are real and need to be guarded against. The purpose of the guidelines is to try to avoid negative consequences in public decision-making. I think we can do a little bit better in terms of bolstering the protections that are in place.
