What the AI Act says in terms of identifying high risk in the public sector is that it is anything relating to critical infrastructure, any public sector activity in the area of employment, public sector activity in the area of education including grading, any essential services such as energy and so on, and any assessment of credit. As such, a pretty broad range of public functions are in the category of high risk.
