On the example the Senator mentioned, the first issue was the sample number was picked up from a document that was not representative at all. It had mugshots, basically, and that is not the kind of situation where you would be using FRT. It is also about identifying whether we are even matching apples with apples or are we comparing apples with oranges. That is where we are, even before we get into specifics about statistics. On the 99%, even if that was true we need to consider how many people's images would be captured in these systems. If a million people walked past a camera and their images are captured with 99% accuracy, that means 1% of the million are going to be identified wrongly. That is not a small number.
