I would not use the term resistance to the measurement. We were very conscious of that issue when we were developing the new child poverty target. The reason we use consistent poverty is because it is the measurement of poverty published by the CSO in the survey on income and living conditions, SILC. It allows us to tie it back to the previous child poverty target, which was consistent poverty, but it is also consistent in relation to how we measure the national poverty target contained within the Roadmap for Social Inclusion for the entire population, which is to reduce consistent poverty to 2%.
