We set up this framework to try to ensure that people would have their rights but, without resourcing it, there will be continual problems. When dealing with courts, legal processes and whatever, there have to be checks and balance and we need due diligence and to make sure that everything is expedited, but there will always be particular issues. In relation to what we are dealing with here, I am assuming that from beginning to end there will be a resource issue and they are dealing with log-jammed courts.
