It is definitely the case that access to secure, stable and affordable housing is key because that puts a bedrock under it. Adequate incomes are key. There is almost a tone of punishment involved or an idea of how we think people should be living their lives. In other words, if they meet particular criteria, they will get certain bits and pieces.
