Let us imagine the standard is 100 cu. m and the local authority asks for 120 cu. m just because that is what they would like. That is beyond the standard and somebody has to pay for that. That could be the difference between a project being viable and not being viable. It is worth exploring this gold-plating mentality towards European regulations, which then flows down through local authorities. In a certain world that might be a good thing but someone has to pay for it. It has to be viable.
