I will give an example. Let us say a local company provides taxi services. We could take an area like Drogheda, which is split between counties Meath and Louth. It may be the same taxi company but it deals with two separate local areas. A service like that is not centralised, as opposed to a procurement contract for residential services, which is a huge amount of money we would follow through on a central basis.
