What needs to be pointed out is that our primary role is to locate discharges. We have a very limited role in water quality and enforcement. This was a criminal investigation that involved trying to identify who caused the discharge. Unfortunately, that is IFI's position. While it is not ideal, that is what we tried to achieve in this investigation.
