Engagement with Coimisiún na Meán

I will mention FIMI first and co-ordinated inauthentic behaviour, CIB, as it is known to platforms. For both of those things, under the DSA election guidelines and the DSA in general these are behaviours that are generally either potentially prohibited by terms of service, in which case they can be reported and should be stopped, or which are prevented because they are considered to be a systemic risk, particularly when it comes to elections or information like that. Our options are, again, that there will be engagement of platforms in the coming weeks, both at a round table and a bilateral situation. This will be one of the topics we will bring up as part of the election guidelines and we will continue to engage on those matters.

In response to the Deputy's specific question around identifying locations by IP addresses and perhaps tracking people, I am not entirely clear on the technology available to both identify and track. I am aware that there are also masking opportunities when it comes to IP addresses. That would not be exactly under our remit so it might be quite difficult to identify.

Moving on then to fraud and scams in particular and the Deputy asking about our role and what we can do when it comes to that, in his case, when he is reporting things, obviously it is very disappointing to see a response he thinks is incorrect. There are options to appeal that decision. Also, if he is unhappy with the service and the answers he has received, it is our role to take a complaint from him then and potentially turn that into action with the platforms and, beyond supervision, potentially move towards enforcement as well to follow that path. As always, when it comes to material like that, I would strongly encourage any user, including the Deputy himself, to report that to Coimisiún na Meán as a complaint and we may be able to take advantage of that for our work too and seek a resolution.
