If I might add, there is a provision in the Criminal Justice Act 2011, section 19, whereby if people have a reasonable belief a crime is being committed, they should report it. This arises all the time at home or in nursing homes and we find nobody reports it. There is no reporting. That is where the safeguarding authority would set the standards, reporting obligations or whatever. We need very clear direction for people interacting with people at risk.
