On the detergent level, I have just noticed that in many enforcement mechanisms, more generally, instead of having an absolute number of, say, up to €3 million as a penalty, certainly in data protection and other realms, percentage of revenue seems to be a particularly coercive measure that gets the right kinds of behaviours.

Is there any reason this particular number was picked and this mechanism used instead of percentages of revenue?
