My main conclusion is that there is an immediate need for legal reform because the gap that has been highlighted by the Governor of the Central Bank shows that Irish law is not being consistent. If the Central Bank believes that it is only bound by certain rules that do not include genocide, war crimes and crimes against humanity, this highlights a gap that needs to be bridged and the need for legal reform.
