Before I open the floor to questions, I suggest that we take five-minute blocks.

Each block will include the question and the Minister of State's response. There will be a timer on display around the room and I ask members to keep to that. That should leave us some opportunity for a second round of questions. I understand some members will have to leave for various other engagements.
