If you think of it as a joint decision because there are very clear distinctions in law between the role of the Minister and the role of the Secretary General and Accounting Officer. In effect I was wearing that role as Accounting Officer and the Secretary General that I felt it was inappropriate to go to Government without any knowledge of what happened. The Minister-----
