It should be made known that while the Arts Council did keep officials aware during the progress of this report, if one looks at the report, however, there is a pattern of "we have a problem but it is okay we have a solution, and we have a problem but it is okay we have a solution" until it came to a point where the Arts Council agreed to significant additional expenditure and we should have said "stop" and we did not. That will not happen again.
