The milestones were not tight enough. We now accept that the contract was weak. That is one of the huge lessons learned from this whole process and I think the weakness of the contract came out in the Sinéad O'Hara report and I am sure will be further highlighted in the Niamh Brennan report. I am happy to say that we now have a new project management office in place. We have ICT resources. We have new procedures and a new procurement adviser, so those things could never recur.
