The business case was built on a number of reports done back in 2017 and 2018 to look at the systems. It was very much born out of a value for money report done by the Government which was basically saying that the Arts Council could not tell the story adequately about the impact of its funding. There were a number of imperatives driving this, including the fact that the system was on its last legs. It was creaking at the hinges. We also needed to be able to make the case better for funding for the arts.
