We had outside experts and were in constant discussion with the principal officer in the Department who was saying these things are very complex. I guess there is a general acceptance that IT projects are notoriously complex and difficult to deliver. There is a very high failure rate which certainly does not excuse ours but we are not unique in either the public or private sector.
