This project was a key objective of the council and the executive. As the director said, we had a value-for-money study which said we needed to get a lot more data on grant performance. We had the user experience which was not satisfactory and we had the fragility of our existing systems which was really worrying. The council worked completely across this. It was discussed at committee stage in terms of how we were progressing but the key thing was to get the business case into the Department and the council was fully across that.
