It is a bit about that balance between risk and delivery. There was a feeling that for a lot of projects, the Department was engaging one set of consultants to provide an external view and then it was coming into the Department of public expenditure, which was engaging another set of people to provide an external view and seeing what the value of that was and whether it was duplicating or adding value.
