First, I thank members for proposing me for Chair of the committee. It is an honour to be Chairperson of this committee, which carries out the important job of scrutiny of proposed EU legislation on behalf of Seanad Éireann. I look forward to working with you all and I welcome you all, particularly those who are newly-appointed Members of Seanad Éireann.

Under Standing Order 90(3), upon first taking the Chair I must state that I do solemnly declare that I will duly and faithfully and to the best of my knowledge and ability, execute the office of the Chairperson of the Seanad Select Committee on Subsidiarity (European Union Legislative Scrutiny) without fear or favour, apply the rules as laid down by the House in an impartial and fair manner, maintain order and uphold the rights and privileges of members in accordance with the Constitution and Standing Orders.
