It was decided to pay that price for it. The public spending code is clear that you buy at the lowest price possible, just as everybody else would. The fact is that it was just swept to one side and the prices were jacked up. Was Mr. Kelly aware of the lease agreement with the developer, which was worth more than €1 million for the first number of years?
