Nobody has the power to force people to do things. It has to be built by consensus. Our role is to try to build that consensus to facilitate that conversation, first by providing objective analysis of the problem and then talking to them about the best way to do that. That means all of the different parts of the network need to play their part. There needs to be a consensus about the best way to address that. There are no short-term structural changes we can make based on the level of traffic we see for 2025 unless we start to come together in a more coherent way. The best analogy for our role is an orchestra. We are like the conductor. We help them to play the music in a way that is harmonious but we do not play the instruments.
