Circularity is really like a change of mindset, so obviously it requires upskilling, including among public bodies and not only architects and engineers, but also procurers. They need to know what we are asking for when we assess things. On the whole-life carbon measurement and the requirements, we are doing work at the moment on the national methodology in partnership with the SEAI. We have also tested the methodology on a number of buildings of different typologies with the idea of having a good baseline.
