A working group was set up as part of the national drugs strategy to look at the alternative approaches to personal possession. There were policy debates and research was commissioned by the working group. There was also public consultation and, after that, three policy options were recommended to the Government. The Government decided to move forward with the health diversion scheme. In that respect it is a health-led approach that leads to the health diversion scheme.
