Maybe he accessed it afterwards, but the point was that once his property was put on the register and the levy applied, it was the incentive for him to do the work. The thing about it was that he had a number of properties around Cork and other places. Financially, he did not need to do it. The value of the property kept going up, so he was just able to leave it sit there.
